城市新区规划战略环境评价指标体系研究(pdf 43页)

摘 要
规划战略环境评价是战略环境评价理论在区域发展规划层次的应用，相关的
理论方法和应用研究尚处于起步阶段。在区域规划SEA 的过程中，亟需建立一
套合理的指标体系对规划进行评价和分析。本研究以战略环境评价的研究历史和
现状为基础，根据SEA 的工作流程和特点、指标体系建立的基本原则以及城市
新经济开发区的区域特征，运用系统分析、理论分析、频度统计、专家咨询和相
关性分析等多种方法来筛选指标。建立的指标体系具有可操作性、政策相关性、
综合性及定量性等特点。本研究的案例部分以沈阳浑南新区为例，利用指标体系
对新区规划的三种发展情景进行了评价，确定了优化的社会—经济—环境协调型
发展规划。

Abstract
Strategic Environmental Assessment (SEA) of regional plans is one category of SEA and the
related researches are carried out primarily. In the SEA, it is urgent to develop a set of indicators
to analyze and assess the plans. In this paper, the historical and current researches on SEA
