     摘  要：本文以江浙地区为例，对农户家庭的粮作经营行为及粮食储备变化进行了实证，分析发现本区农户在粮作经营上呈现一种萎缩趋势，即营粮农户的比例不断下降，粮作种植份额也呈下降趋势。农户的这一选择完全符合农户经济理性准则，同时也是政策引导的一种必然结果。在这一背景下，农户家庭粮食储备水平出现明显下降，粮食的民间储备已降到警戒线以下，农村的粮食安全保障只能依靠国内与国际两大市场来解决。但作为粮食安全保障的重要后盾，本区的粮食单产水平呈稳定上升趋势，正是基于粮食生产的这一特征，国家做出了粮作生产完全放开的决策。

      Abstract: Based on statistics from Shanghai and Jiangsu and Zhejiang, this thesis analyze framers’ behaviors of food producing and reserve, and found that the scales of food producing is decreasing in above areas, which is shown by the decrease of food producing farmers’ percentages and sown area of grain crop. This decision accords with farmers’ economical rational principle, and it is also the result of current policies. With this background, that the reserve level is dropping greatly, food’s non-government reserve is already below the alerting level, therefore rural food security have to depend on domestic and international market. But since the yields keep increasing, which is the back force of food security, Chinese government apply the open policy to food producing.

       粮作经营行为是农户家庭经济行为中一种重要行为。在传统农业经济时代，这一行为是一国或一地区经济行为中最为重要的一种行为。随着经济时代的变迁，处于转型时期的我国，农户家庭粮作经营行为发生了明显变化 ，特别是地处农村工业化较为发达的江浙地区，农民的粮作经营行为变化尤其显着，其变化直接影响到农村家庭粮食储备与安全行为的变化（史清华和张改清，2001），所以对此问题进行研究就具有重要意义。本文以江浙沪三省市26村固定跟踪观察农户为例，重点对“九五”及以来这一地区农民家庭的粮作经营及其安全行为变化做一探讨。
