You can generate order only for free goods receiving. (basic goods = 0)

Use the OP employee’s user ID to login into the new system (the user ID for the sales clerk is same as the old system).
Go steps 5. Order Process  1. Create Scheduled Order  3. Generate Scheduled Order.

Be careful, if under this supplier, we have some items in promotion, the system will generate two orders for the same supplier, one is for items with normal selling price, another one is for the items with promotion selling price.
