   Speculation of an imminent restructuring of the Chinese
telecommunications industry mounted in recent weeks with talk that the State Council, China’s cabinet, had more or less decided on a plan.
    However, it seems that there are still a few outstanding issues.
    Apparently, the plan provides for China Telecom to acquire the CDMA business, which consists of the CDMA network the China Unicom Group (CUG) owns of and the CDMA services that its subsidiary,Unicom, operates under an exclusive lease rangement. Unicom will then merge with Netcom. The parties concerned are to negotiate the exact terms and conditions of the CDMA sale and the Unicom-Netcom merger.
