All tenderers shall have equal access for supply　of　domestic　labour and material.The Contractor shall make his own arrangements for the procurement　of local labor， materials， transportation and other services.The Employer will assist Contractor in locating　potential　number　of suppliers for local labor， materials. The Employer will also　assist　the contractor　in　making　his　own　arrangement　for　supply　of　 fuel　 and explosives.
